Both of those armies have Ranger-strength troops as common frontline units, from what I can gather about the setting. The Legion can face off against unmotivated NCR troops at the long end of a stretched supply chain, but when they hit even NCR elites like the Rangers, they're ground down. The Master's army is on the logistical low end, but I can't recall any specifics about it, while the Enclave has trade contacts with the mainland and manufacturing capability to last them through longer conflicts. The Enclave has even greater military ability, between the firepower and mobility of their vertibirds, and of course the power armor and high-end weaponry they hand out like candy. The Master's army has Super Mutant toughness, numbers, devotion, and prewar military hardware- and when it comes to a second-in-command for a brainy leader, The Lieutenant is greatly superior to Legate Lanius for the health of their factions. Either one of those factions would be a fair choice for a versus thread. This is my third time starting FO and I've never been able to complete it (the last time my PC started with about 50 blue screens of death when I was half way through, no fault of the game (bad memory) but it stopped me from completing the game, and I really want to complete this classic so I can move on to FO2.Yeah.
